China expected to join Pacific military exercises

Updated at 5:17 am today

The head of the US Seventh Fleet believes it won't be long before Australia and America join with China for three-way naval exercises in the Pacific.

The comments from Vice Admiral Scott Swift come at the start of one of the biggest joint Australian-US military exercises, known as Talisman Sabre.

Vice Admiral Swift sailed in to Sydney Harbour on Saturday on board the USS Blue Ridge to command the training activity.

Talisman Sabre is a biannual military exercise but it has gained even more significance as the Obama administration continues its so-called pivot to the Asia-Pacific.

The ABC reports Vice Admiral Swift said this refocus should not be seen as simply as an effort to contain China's regional ambitions.

He said it will not be long before China is included in the regional war games and three-way exercises including the United States, Australia and China are likely.

"Absolutely, it's a foregone conclusion. The question is when it occurs and I think it will occur much sooner than anyone is predicting," he said.

Talisman Sabre begins on Sunday when a total of 27,000 US and Australian troops will be involved in various military exercise throughout the Pacific over the next two weeks.

Grab The Attention Of Potential Buyers By Trying These Top Website ...

If you do your research and act wisely, you will find that profitable Internet marketing is possible. There are many different ways to market products on the Internet, but all of those ways have one thing in common, a time investment. Use that time wisely, though, and you can get your business into the black a lot faster. Continue on to the article below for some helpful time management tips when trying to market your business.

Customers will be much more interested in clicking on your banner if you create something enticing that doesn?t look exactly like the other boring banners out there. Make sure the banner links directly to your product or service page correctly. Try creating an advertisement that blends seamlessly with the text of an article, so that it appears to be a continuation of the content. It doesn?t look like an advertisement.

Include something that is a niche or unique to your site. That will be the largest driver of your site traffic, as people are looking especially for your product. When users target your niche on the search engines, it will bring them to you more easily.

TIP! To advertise your product, you should create a sort of FAQ. Think of the common questions or problems you see often, and provide helpful solutions that utilize your products or services.

Add a list of most often asked questions to your website so your customer can easily find the answers that they seek. Your customers will be able to find answers quickly to questions. When the customer can see the benefits to your products in a clear and concise manner, there greater the chance they end up making a purchase.

A comprehensive online marketing strategy should make use of social media platforms like Twitter, Facebook and others. You can easily maintain a daily presence in the minds of your customers by using social networking websites. Yet you should exercise restraint and not overdo it with promotional tweets and remarks. You should give them good quality content that will have a marketing message here and there.

Blogs are one of the best tools at your disposal for enhancing your internet promotion success. A blog gives you another way to communicate with your customer base. Blogs will also increase your content. This will raise your visibility with search engines and increase visitor traffic.

TIP! In order to persuade your visitors to purchase a product, refer them to a page that will show them content concerning the product an example would be a video. This will allow them to feel educated about their potential purchase.

Learn about your competition. Hop on over to their site and look at what they?re doing. You can get a good idea of the number of visitors they are getting, and that can help you determine how you are doing.

When you are creating your website, you need to make it very content related and comprehensive. You want your customers to be as aware as possible about the products they might be buying. Don?t pad or fluff; stick to stating the essential data that the customer needs to know.

The goal of your Website marketing campaign should be to create more Online marketing. The primary purpose of all of your marketing should be to build brand recognition and drive sales. In particular, you want to see repeat customers and constantly bring in new clients.

TIP! You must get more subscribers if your goal is making more money. Split tests are a great way to find out how your website is doing.

Nearly every cell phone company will permit you to have an additional dedicated work number on your phone. You need to have a dedicated number.

Read up on marketing studies that show what techniques are and are not effective in webpage design and marketing on the internet in general. Many psychological factors can determine how people perceive your product, including the color and design of your site. These tricks can easily improve your business? profits.

If you have written a sound plan for marketing online, then you probably have some idea which of your products and services are the most profitable ones. These should be your mainstays in drawing future sales. Do this by identifying and promoting the add-on products and accessories that are most useful or complementary with your top-selling products. Because these products relate to your top sellers, they do not need as much promotion as your other goods.

TIP! Promote your business through other popular sites online. Consider it an investment that will get you a lot of valuable exposure and lead to brand recognition.

Gaining the trust of a customer is crucial, but keeping that trust is even more important; once you get a customer, you want them to keep coming back. Don?t put any suppositions or false information in your marketing. Show test results, client testimonials, and expert endorsements if your feel that it is needed.

It is a good idea to cast yourself as an expert when it comes to the items you promote. This will make you seem credible, as you will offer relevant, correct information. You can easily lose your credibility, should people be able to tell you really don?t know what you?re talking about.

As shown, Internet marketing should not overreach your available time. Be smart about how you divide up your hours, and success will find you.

TIP! Use captions every time you use a picture on your website. Search engines will use these captions in relation to searches.

'Dexter' exclusive photo: Deb's down and out

TV

Two episodes into the final season of "Dexter," and former Miami Metro lieutenant Debra Morgan is on an epic downward spiral. She's already killed a man, had brother Dexter mess with the evidence to cover up her crime, is turning into a raging alcoholic and is using hardcore drugs.

Based on a new photo that Showtime is sharing exclusively with TODAY.com, things look to get even worse for her on Sunday's new episode when she crumples to the floor.

Image: Dexter

Randy Tepper / SHOWTIME

In this exclusive photo Showtime is sharing with TODAY.com, it looks like Deb's going to run into more trouble in Sunday's new episode of "Dexter."

Once again, it looks like Dex comes to the rescue, and maybe with a little bit of help from her ex-boyfriend Quinn. But what's the cause for this collapse? Did she snort something bad? Pass out with a sky-high blood-alcohol level?

And if the room they're in looks familiar, it should: It's the interrogation room at Miami Metro. With her life falling apart so quickly, it wouldn't be hard to imagine her getting busted for drugs, theft or a DUI -- or some combination of those. But the teaser for the third episode offers quite the clue as to her presence there: "I'm confessing everything! I'm telling the whole truth!" she declares. "There's nothing you can do to stop me!"

Deb may be down for the count in the picture, but it sounds like she may be taking Dexter with her.

"Dexter" airs Sunday at 9 p.m. on Showtime.

Yuka The Woolly Mammoth Goes On Display In Japan (VIDEO)

A 39,000-year-old woolly mammoth has gone on display in Yokohama, Japan.

Dubbed "Yuka," the mammoth died at the age of 10 and was frozen in the Russian snow until it was discovered three years ago. Yuka is the best preserved example of her species, which went extinct across most of its range around 10,000 years ago. Isolated populations survived for centuries thereafter, as late as 4,000 years ago on Wrangel Island. Jack London even wrote a fictional short story about hunting a modern-day mammoth. It's a fun read and very different than the fiction he's generally remembered for.

Getting back to science, a Nature World News article on the woolly mammoth says that liquid blood was found in the corpse, bringing up the possibility of cloning. Several attempts have been made to clone the DNA of other mammoth carcasses, with no success.

The exhibition continues until September 16.

Nokia pins recovery hopes on advanced camera smartphone

By Sinead Carew

NEW YORK (Reuters) - Nokia on Thursday introduced a new smartphone, the Lumia 1020, with a powerful 41-megapixel camera in its latest bid to catch up with rivals Samsung Electronics Co Ltd and Apple Inc.

Many tech bloggers applauded the model's camera after Chief Executive Stephen Elop demonstrated features including "floating lens" technology that adjusts for camera shake and six-lens optics that help produce sharper images.

"The hardware's a beauty on this thing," said tech website Endgadget.

Many analysts, however, questioned whether a good camera was enough to help Nokia, suffering a fall in cash reserves after years of poor sales, survive.

The Finnish mobile phone maker is pinning its hopes for a comeback in smartphones on Microsoft Corp's Windows Phone - an operating system that is struggling to compete with Google's popular Android system.

While regular mobile phones still account for the bulk of its shipments, smartphones are viewed as crucial for its long-term survival because of their higher margins and increasing consumer demand.

"The imaging capabilities here are extraordinary," said Current Analysis analyst Avi Greengart, noting that the camera sensors on rival high-end phones typically have between 8-12 megapixels.

But he added: "It's still a Windows Phone ... if somebody is looking for applications they're still going to look at iPhone."

The new Lumia, which use Windows software, will be sold through U.S. carrier AT&T Inc starting July 26 for $299.99 with a two-year contract, and will be available later in other markets including China, Nokia said.

Telefonica SA will be its carrier partner in European and Latin American markets, it said.

Earlier Lumia models also won positive reviews from critics and technology blogs but have failed to halt a shift to Android phones. Android and Apple's iOS together account for over 90 percent of smartphone sales, according to research firm IDC.

One major handicap has been a lack of apps. Windows Phone has only 160,000 apps in store, while rivals offer about five times as many because developers prefer to make them for the higher-volume operating systems.

"Despite the quality of the device, I have some serious doubts about whether it will change Nokia's fortunes, and it risks becoming a niche product," said IDC analyst Francisco Jeronimo, emphasizing a need for Nokia to step up marketing of its products.

In addition to a lack of apps, analysts have also blamed Nokia's weak sales on poor marketing efforts. Many have said telecom carrier partners, particularly in the United States, have failed to promote Nokia to their customers.

Elop said Nokia was pooling resources with AT&T and Microsoft to market the Lumia 1020.

"This is the first real glimmer of hope for Nokia's resurgence and the viability of the Windows ecosystem in smartphones ? provided Nokia, Microsoft, and their operator partners can convince consumers that this experience is indeed a leap forward," said Forrester Research analyst Charles Golvin. "That will be the real hard work."

"I (heart) Rob" note left on Kristen Stewart's car

Celebs

Kristen Stewart

EVGA/AKM-GSI

Kristen Stewart was not amused by the "I (heart) Rob" message she found scrawled on her dirty truck.

Kristen Stewart been seen all over the world in the past few weeks-- Paris Fashion Week, Nashville, Hollywood movie studios--everywhere except a car wash, that is.

As she left a North Hollywood parking lot on Monday, the "Twilight" star noticed a message had been scrawled into the dust of her truck. No, it didn't read "Wash me!" Instead, "I (heart) Rob" had been written on to the filth-mobile and, of course, photographers were there to capture the moment.

Stewart, who didn't appear to be too happy with the messy memo, had previously shared the old Toyota pickup truck with her ex-boyfriend and "Twilight" co-star Robert Pattinson. It's not surprising that a fan (or was it a paparazzo looking to get a rise out of the sullen starlet?) would recognize the navy blue beater--even under all that dirt--as Stewart's. She and Pattinson were often photographed driving and making out in all over Hollywood earlier this year.

The couple ended their on-and-off-again love affair in May, and custody of the beloved pickup appears to have gone to Stewart. Pattinson may be out of Stewart's life for good (he's rumored to be dating Riley Keough, her co-star in "The Runaways") but, unfortunately, he's not off of her car.

Syrians say they have given up on U.S. weapons promises

By Oliver Holmes

BEIRUT (Reuters) - Members of the Syrian opposition said on Tuesday that they had given up hope that the United States would deliver promised military aid to rebels as war planes and artillery smashed the central city of Homs.

U.S. congressional committees are holding up the plan to send weapons because of fears that such deliveries will not be decisive and that arms might end up in the hands of Islamist militants, U.S. national security sources said.

Both Democrats and Republicans on the committees worry that weapons could reach factions like the Nusra Front, which is one of the most effective rebel groups but has also been labeled by the United States as a front for al Qaeda in Iraq.

"The U.S. will not supply the weapons," said Mohammed Fizo, a rebel fighter. "They come up with excuses for why they are not with the Syrian revolution; because it's not unified, or that there are terrorists. But what is important is that they are not helping us."

Yasser, a 42-year-old nutritionist and opposition member who lives in Damascus, said indecision from Washington showed the United States' true aim was to keep both President Bashar al-Assad and Islamist rebels busy inside Syria.

"It to the benefit of the U.S. that both sides here in Syria continue in a slow war of attrition," he said. "Both sides are preoccupied with each other and can't make mayhem elsewhere."

He said the United States was especially worried by the prospect of an all-out victory for rebel groups, which might allow members of the Nusra Front, a hard-line Islamist group, to attack neighboring Israel once they toppled Assad.

Omar al-Hariri, an activist from Deraa where the uprising began during the Arab Spring two years ago, saw the further delay as tantamount to support for Assad, who has kept the Syrian-Israel border relatively quiet for decades.

"Israel is very concerned about who will replace Assad and whether or not they will be friendly to Israel's interests ... I am sure you are fully aware of how Israel is able to put pressure on the USA to hold onto Assad."

HOMS SMASHED

Rebels have pleaded with their international backers for weapons to battle Assad's forces. They say they have received shipments from Gulf countries and individual donors, but not enough to tackle Assad's national army and fighters from the powerful Lebanese militant movement Hezbollah, who are supporting him.

Many weapons used by the rebels appear to be made in China and Croatia.

The opposition Syrian National Coalition President, Ahmad Jarba, said he expected a weapons shipment from Saudi Arabia soon but that the rebels' military position was still weak.

This month Syrian forces have been targeting the central city of Homs, seen as crucial to the government's attempts to link the capital to Assad's coastal strongholds and divide rebel units in the north and south.

The Syrian Observatory for Human Rights, an anti-Assad Britain-based monitoring group, said central areas of Homs city were hit by air strikes, mortar bombs and tank rounds on Tuesday.

Al-Khalidiya, a northern district that links the outskirts of the city with the centre, was the focus of the violence and the 13th-century Khalid ibn al-Walid mosque, a prominent central landmark, had been hit. It also said the Krak de Chevaliers crusader castle, once a popular tourist site in Homs province, was the scene of clashes on Tuesday.

One hundred and forty km (90 miles) north of Damascus, Homs lies at a strategic crossing linking the capital with army bases in coastal regions controlled by Assad's Alawite sect, an offshoot of Shi'ite Islam that has dominated majority Sunni Syria since the 1960s.

The United Nations has expressed alarm at conditions in Homs, Syria's third largest city, saying last week that between 2,500 and 4,000 civilians were trapped there amid shortages of food, water, medicine, electricity and fuel.

TACIT RULES

The White House announced in June that it would arm vetted groups of Syrian rebels, after two years of avoiding involvement in the civil war which has killed more than 100,000 people.

Although the White House does not need specific congressional approval for the weapons plan, tacit rules observed by the executive branch on intelligence matters means President Barack Obama is unlikely to deliver weapons without the consent of congressional intelligence committees.

Committee members want to hear more about the administration's overall Syria policy, national security sources say, and about how arms deliveries will affect the battlefield.

Funding that the administration advised the congressional committees it wanted to use to pay for arms deliveries to Assad's opponents has been temporarily frozen, the sources said.

SF probe brings questions over auto speed controls

SOUTH SAN FRANCISCO, Calif. (AP) ? Investigators are trying to understand whether automated cockpit equipment Asiana flight 214's pilots say they were relying on to control the airliner's speed may have contributed to the plane's dangerously low and slow approach just before it crashed.

New details in the accident investigation that were revealed Tuesday by National Transportation Safety Board Chairman Deborah Hersman were not conclusive about the cause of Saturday's crash, but they raised potential areas of focus: Was there a mistake made in setting the automatic speed control, did it malfunction or were the pilots not fully aware of what the plane was doing?

One of the most puzzling aspects of the crash has been why the wide-body Boeing 777 jet came in far too low and slow, clipping its landing gear and then its tail on a rocky seawall just short the runway. The crash killed two of the 307 people and injured scores of others, most not seriously.

Among those injured were two flight attendants in the back of the plane, who survived despite being thrown onto the runway when the plane slammed into the seawall and the tail broke off.

The autothrottle was set for 157 mph and the pilots assumed it was controlling the plane's airspeed, Hersman said. However, the autothrottle was only "armed" or ready for activation, she said.

Hersman said the pilot at the controls, identified by Korean authorities as Lee Gang-guk, was only about halfway through his training on the Boeing 777 and it was his first time landing that type of aircraft at the San Francisco airport. And the co-pilot, identified as Lee Jeong-Min, was on his first trip as a flight instructor.

In the 777, turning the autothrottle on is a two-step process ? first it is armed, then it is engaged, Boeing pilots said. Hersman didn't say whether the Asiana's autothrottle was engaged.

Bob Coffman, an American Airlines captain who has flown 777s, said the only way he could think of for Asiana plane to slow as quickly at the NTSB has described would be if somehow the autothrottle has shifted into the idle mode.

"There is no way to get from a normal airspeed and normal position at 500 feet to an abnormally slow airspeed at 300 feet unless there wasn't enough thrust either deliberately or inadvertently," he said.

Only moments before the crash did the training captain realize the autothrottle wasn't controlling the plane's speed, Hersman said.

"This is one of the two hallmarks of complexity and challenge in the industry right now," said Doug Moss, an Airbus A320 a pilot for a major U.S. airline and an aviation safety consultant in Torrance, Calif. "It's automation confusion because from what Deborah Hersman said, it appears very likely the pilots were confused as to what autothrottle and pitch mode the airplane was in. It's very likely they believed the autothrottles were on when in fact they were only armed."

Their last second efforts to rev the plane back up and abort the landing failed, although numerous survivors report hearing the engines roar just before impact.

"We just seemed to be flying in way too low. Last couple seconds before it happened the engines really revved into high gear. Just waaah! Like the captain was saying 'oh no, we gotta get out of here.' And then, boom! The back end just lifted up, just really jolted everybody in their seats," said crash survivor Elliot Stone, who owns a martial arts studio in Scotts Valley.

While in the U.S., drug and alcohol tests are standard procedure after air accidents, this is not required for foreign pilots and Hersman said the Asiana pilots had not undergone any testing.

A final determination on the cause of the crash is months away, and Hersman cautioned against drawing any conclusions based on the information revealed so far:

Seven seconds before impact, someone in the cockpit asked for more speed after apparently noticing that the jet was flying far slower than its recommended landing speed. A few seconds later, the yoke began to vibrate violently, an automatic warning telling the pilot the plane is losing lift and in imminent danger of an aerodynamic stall. One and a half seconds before impact came a command to abort the landing.

There's been no indication, from verbal calls or mechanical issues, that an emergency was ever declared by pilots. Most airlines would require all four pilots to be present for the landing, the time when something is most likely to go wrong, experienced pilots said. In addition to the two pilots, a third was "monitoring" the landing from a jumpseat, while a fourth was in the rear of the cabin.

"If there are four pilots there, even if you are sitting on a jump seat, that's something you watch ? the airspeed and the descent profile," said John Cox, a former US Airways pilot and former Air Line Pilots Association accident investigator.

The Air Line Pilots Association, the world's largest pilots union, criticized Hersman for fueling speculation that the crash is the result of pilot error before all the facts have been determined.

"The NTSB's release of incomplete, out-of-context information has fueled rampant speculation about the cause of the accident," the union said in a statement Tuesday. "The field phase of the investigation is barely three days old, and the pilots on the flight deck, at the controls of the aircraft, had little opportunity to provide vital information as to what exactly happened during the event before disclosing data recorded during the last moments of the flight. "

Hersman said the board was following its usual pattern of trying to be transparent by releasing information as it is known.

By Tuesday afternoon, NTSB interviews with three pilots were complete and the fourth was underway.

In addition, authorities were reviewing the initial rescue efforts after fire officials acknowledged that one of their trucks might have run over one of the two Chinese teenagers killed in the crash. The students, Wang Linjia and Ye Mengyuan, were part of a larger group headed for a Christian summer camp with dozens of classmates.

Asiana President Yoon Young-doo arrived in San Francisco from South Korea on Tuesday morning, fighting his way through a pack of journalists outside customs.

He met with and apologized to injured passengers, family members and survivors. But Yoon said he can't meet with the Asiana pilots because no outside contact with them is allowed until the investigation is completed.

More than 180 people aboard the plane went to hospitals with injuries. But remarkably, more than a third didn't even require hospitalization.

The passengers included 141 Chinese, 77 South Koreans, 64 Americans, three Canadians, three Indians, one Japanese, one Vietnamese and one person from France.

South Korea officials said 39 people remained hospitalized in seven different hospitals in San Francisco.

The flight originated in Shanghai, China, and stopped over in Seoul, South Korea, before making the nearly 11-hour trip to San Francisco.

Lowy reported from Washington, D.C. Associated Press writers Jason Dearen, Terry Collins, Paul Elias, Lisa Leff and Sudhin Thanawala in San Francisco and Hyung-jin Kim in Seoul also contributed to this report.

Scientists image vast subglacial water system underpinning West Antarctica's Thwaites Glacier

[unable to retrieve full-text content]In a development that will help predict sea level rise, scientists have used an innovation in radar analysis to accurately image the vast subglacial water system under West Antarctica's Thwaites Glacier, detecting a swamp-like canal system several times as large as Florida's Everglades. The new observations suggest dynamics of the subglacial water system may be as important as ocean influences in predicting the fate of Thwaites, which holds substantial potential for triggering sea-level rise.

Rainwater Harvesting For Outdoor Landscaping | Green Living

IMG_0236

By Haley Paul

With the coming of every summer monsoon season are high hopes for abundant rainfall. When you live in the desert, a little bit of rain can go a long way to making or breaking your outdoor landscape, and knowing how to harvest that rain is a great way to maximize those summer storms.

Your rainwater harvesting potential varies depending on where you live in Arizona. In the more arid parts of the state, such as Phoenix, the average 7 inches of precipitation per year can act as a nice supplemental drink for the trees in your landscape. If you live in Tucson or Sierra Vista, where it rains an average of 12 and 14 inches per year, respectively, it is possible, with careful plant selection and rainwater harvesting techniques, to irrigate an entire landscape on rainwater.

Back of the envelope calculation

To calculate how much rainwater you can capture in your landscape, first assess the surface area from which you will be harvesting. In a residential setting, this is most likely your house?s roof.? Next, find your yearly average rainfall. (see the resource section below for a good website)

Multiply the collection surface area (for example, a 2,000-square-foot roof) by your average annual rainfall (for Phoenix, 7 inches) by 0.6 (a conversion factor) to see what you could collect in a year. For example: 2,000 ft2 x 7in x 0.6 = 8,400 gallons per year of captured rainwater

In most of Arizona, our bimodal rainfall pattern means that precipitation comes with the summer monsoon storms and the slow, steady winter rains. Since all the rain doesn?t fall at once, you?ll also need to consider how you want to collect the?rainwater.

Types of rainwater catchment

Passive rainwater collection is typically the contouring of your landscape to capture and store rainwater. By directing rainwater to the plants in your landscape through the shaping of basins, berms, or swales, rainwater remains on site instead of running off and down the street. Slowing the rainwater down and letting it slowly soak into the soil is a great method for irrigating landscape plants. Be careful, though?you do not want to flood the base of your house, and you always need to plan for overflow. Overflow areas ensure that, in the event a heavy rain overpowers your planned rainwater-capturing capacity, excess water has a place to go.

Active rainwater harvesting is probably the more recognizable of the two methods, as it utilizes cisterns, barrels, or some other retrofitted container to harvest and store rainwater for a later use. Gravity-fed rainwater collection containers are simplest and cheapest. Attach a hose to the bottom of the container, turn open the valve, and irrigate your landscape plants. Note that as you add in underground storage tanks and pumps, the cost of your rainwater harvesting system will start to climb.

Before you embark on your rainwater harvesting home improvement project, consult the additional resources below.

Use it in the Landscape!

Because a majority of residential water usage is devoted to outdoor projects such as pools and landscapes, using captured rainwater for your yard is a great way to offset your use of potable (drinkable) water. However, it takes some management to turn off the irrigation clock for a certain amount of time after a rain event to actually save water.

Another way to approach rainwater harvesting is to use it as a supplemental source of water. Sometimes, especially with drip irrigation, mature trees in landscapes do not receive sufficient water. Trees like Aleppo pines, for example, tend to fail from inadequate winter irrigation.? Directing rainwater to the root zones of mature trees can provide a much-needed boost to these large specimens and keep them healthy in your?landscape.

Please note that using captured rainwater for the edible garden is not recommended because the quality of the water coming off your roof, parking lot, or street is unknown.

'Dexter' is 'perfect'?! 4 big moments this week

TV

People need to stop hatin' on serial killers! That's the takeaway from "Dexter" this week, anyway. The way Dr. Vogel fawned over Dexter Morgan, you'd think he broke into people's houses at night to deliver toys (olive-green henleys are the new Kris Kringle costume) instead of murdering folks.

But from the point of view of the neuropsychiatrist (whose perspective may be a bit clouded after keeping company with psychopaths all her life), we should be giving Dexter, not Santa Claus, milk and cookies for "making the world a better place."

Here are the four biggest moments from "Every Silver Lining" -- which also marked star Michael C. Hall's directorial debut!

1. Home movies: Dr. V videotaped all her sessions with Harry Morgan, proof for Dexter that she'd been shaping his destiny since he was a boy. And unlike his horrified and conflicted father, Vogel is downright proud of the man -- or "alpha wolf" --- he became. Dexter and his cohorts in crime are "an indispensable demographic" helping "the human race become civilized," she argued. And who are we to argue? We've been rooting for the vigilante for more than seven years now! Still, we might have to draw the line at calling him "perfect."

Image: Dexter, Dr. Vogel

Randy Tepper / Showtime

As far as Dr. Vogel is concerned, Dexter is exactly what this world needs.

2. Brain teaser: But Vogel has an ulterior motive behind her sick sweet talk: She needs Dexter's help because Miami's latest serial killer, dubbed the Brain Surgeon, is leaving trophies on her doorstep. And not just bits of his victims' brains -- also a DVD proving that the murdered suspect, Sussman, was coerced into killing the last victim.

Image: Miami Metro detectives

Randy Tepper / Showtime

The "Brain Surgeon" isn't giving the detectives a fully intact victim.

3. Brother in arms: Unlike Vogel, Deb doesn't want Dexter's help -- but she sure needs it. She found Briggs' stolen jewels in a storage unit (Miamians sure do like their storage facilities!), but El Sapo followed her and absconded with them -- and her gun -- after an epic fight. Worse, he's later found murdered in his car, which contains traces of her blood and her firearm in the glove compartment. To save his sister, Dex replaced her gun in the evidence room.

Image: Deb

Randy Tepper / Showtime

Deb hit yet a new low, but this time, Dex was able to help -- a little.

4. Sergeant Quinn: Speaking of stealing evidence, Quinn is finally getting some story lines that don't revolve around hangovers and dirty policing. Unfortunately, one of them is the old "sergeant's exam" plot. (See: "The Wire," "Homicide," etc.) Unfortunately, he and Batista (his future brother-in-law?) are still steps behind both Dexter and P.I. Deb, so it's debatable whether he deserves to be promoted from Deputy Dawg.

Image: Quinn

Randy Tepper / Showtime

Surprise! Quinn's story line this year doesn't involve being a dirty cop -- but he's still not the smartest one.

Killer sound bites:

  • "I don't take requests." -- Dexter when Vogel asks for his help
  • "Miami makes more corpses than sunburns." -- Dexter
  • "You're exactly what you need to be, Dexter: You're perfect." -- Vogel, whose infatuation with Dex is almost creepier than his sister's

What do you think Dr. Vogel's up to? Will she blackmail Dexter if he doesn't go along with his plans?

MANILA, Philippines ? Defending champion San Beda broke loose in the fourth quarter to beat Emilio Aguinaldo College, 80-65, Monday in the 89th NCAA Season men?s basketball tournament at the Filoil Flying V Arena in San Juan.

Art dela Cruz led the way with 18 points and nine rebounds for the Red Lions, who improved to 3-1.

?He?s (dela Cruz) been playing well,? said San Beda coach Boyet Fernandez. ?They stepped up in the second half. This is our first back-to-back wins, I hope this would give us more energy.?

Baser Amer added 14 points, 10 of which came in the second half.

The Red Lions trailed by as much as seven, 34-41, early in the third before making the necessary adjustments especially at the defensive end to turn things around.

?We adjusted or pick and roll defense and we limited their penetrations.?

The Generals, who slid to 1-3, drew 18 points from Igee King, who hardly missed at the two-point area going nine-of-11.

EAC failed, though, to get more production from its other players including guard Jan Jamon unable to contribute in the second half.

At tail end of trans-Pacific flight, terror

SAN FRANCISCO (AP) ? Police officers threw utility knives up to crew members inside the burning wreckage of Asiana Airlines Flight 214 so they could cut away passengers' seat belts. Passengers jumped down emergency slides, escaping from thick billowing smoke.

And amid the chaos, some urged fellow passengers to keep calm, even as flames tore through the Boeing 777's fuselage.

As investigators try to determine what caused the crash of Flight 214 that killed two passengers Saturday at San Francisco International Airport, the accident left many wondering how nearly all 307 people aboard were able to make it out alive.

"It's miraculous we survived," said passenger Vedpal Singh, who had a fractured collarbone and whose arm was in a sling.

Investigators took the flight data recorder to Washington, D.C., overnight to begin examining its contents for clues to the last moments of the flight, officials said. They also plan to interview the pilots, the crew and passengers.

"I think we're very thankful that the numbers were not worse when it came to fatalities and injuries," said National Transportation Safety Board chief Deborah Hersman on NBC's "Meet the Press" on Sunday. "It could have been much worse."

Hersman said investigators are looking into what role the shutdown of a key navigational aid may have played in the crash. She said the glide slope ? a ground-based aid that helps pilots stay on course while landing ? had been shut down since June.

She said pilots were sent a notice warning that the glide slope wasn't available. Hersman told CBS' "Face the Nation" that there were many other navigation tools available to help pilots land. She says investigators will be "taking a look at it all."

Since the crash, clues have emerged in witness accounts of the planes approach and video of the wreckage, leading one aviation expert to say the aircraft may have approached the runway too low and something may have caught the runway lip ? a seawall at the foot of the runway.

San Francisco is one of several airports around the country that border bodies of water that have walls at the end of their runways to prevent planes that overrun a runway from ending up in the water.

Since the plane was about to land, its landing gear would have already been down, said Mike Barr, a former military pilot and accident investigator who teaches aviation safety at the University of Southern California.

It's possible the landing gear or the tail of the plane hit the seawall, he said. If that happened, it would effectively slam the plane into the runway.

Noting that some witnesses reported hearing the plane's engines rev up just before the crash, Barr said that would be consistent with a pilot who realized at the last minute that the plane was too low and was increasing power to the engines to try to increase altitude.

Barr said he could think of no reason why a plane would come in to land that low.

"When you heard that explosion, that loud boom and you saw the black smoke ... you just thought, my god, everybody in there is gone," said Ki Siadatan, who lives a few miles away from the airport and watched the plane's "wobbly" and "a little bit out of control" approach from his balcony.

"My initial reaction was I don't see how anyone could have made it," he said.

Inside the plane, Singh, who was sitting in the middle of the aircraft with his family, said there was no forewarning from the pilot or any crew members before the plane touched down hard and he heard a loud sound.

"We knew something was horrible wrong," said a visibly shaken Singh. He said the plane went silent before people tried to get out anyway they could. His 15-year-old son said luggage tumbled from the overhead bins.

Passenger Benjamin Levy said it looked to him that the plane was flying too low and too close to the bay as it approached the runway. Levy, who was sitting in an emergency exit row, said he felt the pilot try to lift the jet up before it crashed.

He said he thought the maneuver might have saved some lives. "Everybody was screaming. I was trying to usher them out," he recalled of the first seconds after the landing. "I said: 'Stay calm, stop screaming, help each other out, don't push.'"

By the time the flames were out, much of the top of the fuselage had burned away. The tail section was gone, with pieces of it scattered across the beginning of the runway. One engine appeared to have broken away.

The flight originated in Shanghai, China, and stopped over in Seoul, South Korea, before making the nearly 11-hour trip to San Francisco, airport officials said. The airline said there were 16 crew members aboard and 291 passengers. Thirty of the passengers were children.

San Francisco Fire Department Chief Joanne Hayes-White said the two who died were found outside of the plane. "Having surveyed that area, we're lucky that there hasn't been a greater loss," she said.

Airport spokesman Doug Yakel said 49 people were critically injured and 132 had less significant injuries.

South Korean government said the passengers included 141 Chinese, 77 South Koreans, 61 Americans, three Canadians, three from India, one Japanese, one Vietnamese and one from France, while the nationalities of the remaining three haven't been confirmed.

Chinese state media identified the dead as two 16-year-old girls from China's eastern Zhejiang province. China Central Television cited a fax from Asiana Airlines to the Jiangshan city government. They were identified as Ye Mengyuan and Wang Linjia.

At least 70 Chinese students and teachers were on the plane heading to summer camps, according to education authorities in China.

Asiana President Yoon Young-doo said at a televised news conference that it will take time to determine the cause of the crash. But when asked about the possibility of engine or mechanical problems, he said he doesn't believe they could have been the cause.

He said the plane was bought in 2006 but didn't provide further details. Asiana officials later said the plane was also built that year.

Yoon also bowed and offered an apology, "I am bowing my head and extending my deep apology" to the passengers, their families and the South Korean people over the crash, he said.

Four pilots were aboard the plane and they rotated on a two-person shift during the flight, according to The Ministry of Land, Infrastructure and Transport in South Korea. The two who piloted the plane at the time of crash were Lee Jeong-min and Lee Gang-guk.

Yoon, the Asiana president, described the pilots as "skilled," saying three had logged more than 10,000 hours each of flight time. He said the fourth had put in almost that much time, but officials later corrected that to say the fourth had logged nearly 5,000 hours. All four are South Koreans.

Asiana is a South Korean airline, second in size to national carrier Korean Air. It has recently tried to expand its presence in the United States, and joined the Star Alliance, which is anchored in the U.S. by United Airlines.

The 777-200 is a long-range plane from Boeing. The twin-engine aircraft is often used for flights from one continent to another because it can travel 12 hours or more without refueling.

The most notable accident involving a 777 occurred on Jan. 17, 2008 at Heathrow Airport in London. British Airways Flight 28 landed hard about 1,000 feet short of the runway and slid onto the start of the runway. The impact broke the 777-200's landing gear. There were 47 injuries, but no fatalities.

Four Essentials to Consider when Thinking about Retirement ...

Sadly, some people spend more time planning a two-week vacation than they do planning for retirement. Nearly 80 percent of Americans acknowledge they have made mistakes in handling their finances and the largest group says not saving enough for retirement is their biggest mistake. According to a recent study the median household retirement account balance for those nearing retirement was only $120,000. One third of households don?t have a retirement account of any kind. And guess what, the average monthly Social Security benefit of $1,230 won?t go far. People have not sat down to analyze their financial situations. Less than half have tried to calculate how much money they will need to have saved by the time they retire to maintain their standard of living. In 2012 Fidelity Investments issued guidelines suggesting that people save at least eight times their final salary to meet basic income needs in retirement. So, if one?s final salary was ? let?s say $60,000 ? then one needs to have at least $480,000 to meet basic income needs on top of Social Security.

So, clearly we have a retirement crisis on our hands. There are four main areas to address when thinking about retirement. One is planning, two is saving, three is investing and four is having a tax-savvy and sustainable withdrawal strategy.

Number one, to start planning we have to figure out how much income will be needed to maintain a comfortable? or more than comfortable lifestyle. This all has to be done taking into account potential health care costs, long-term care insurance and so on. Inflation can be volatile and unpredictable, posing a constant threat to purchasing power, so we have to take that into account. It ranks as the #1 concern among pre-retirees and retirees and rightly so. I talked about this type of purchasing power risk in the second video of the six part series on ?Risk? on my YouTube channel. Since the 1920s inflation has grown at an average compound rate of about 3% annually. So, when planning for retirement we have to project an annual income need that is adjusted for inflation at an annual compound rate of 3%. Generally speaking, the cost of things we consume every day double roughly every 20 years, so if one is 20 years away from retirement and today you need $4,000 a month to cover basic expenses such as rent, food, clothing, gas, cable-TV, internet and so on? you will need $8,000 to cover those same expenses in 20 years.

So, once we have figured out the yearly amount we will need to live on, then second, it is necessary to determine an annual savings rate ? right now, here in the present ? that we can manage which when invested in a retirement account will get us there. Given the time horizon before retirement, our savings rate and a properly calibrated investment portfolio should bring about the lump sum needed to facilitate the desired income in retirement that was established in step one. You need to begin by looking at your current financial situation and existing retirement assets in IRAs, ROTHs, 401(k)?s, deferred executive compensation plans, non-qualified accounts, stock ownership plans, and so on, and an approximation of future Social Security benefits that you will receive. This information is easily obtained on the Social Security Administration?s website. Considering the bad numbers out there as far as preparedness for retirement, you may need to save at least 10% of your annual income per year if about 30 years away from retirement, and close to 20-30% if 10-15 years away.

Once we look at what we already have socked away and how much will be needed at the start of our retirement we need to close that gap. So, then third, in conjunction with an established savings rate, an investment portfolio has to be constructed and aligned with your unique situation, time horizon and tolerance for risk to reach the desired lump sum you will need at the start of retirement. For example, someone who has a 30 year time-line would most likely have a large percentage of their portfolio in stocks as opposed to bonds. For someone who is nearing retirement, the risk-profile would gradually be dialed down. You may have heard the joke ?the good news is: people live longer lives. The bad news is: people live longer lives.? We are healthier and living longer. Someone who is retiring in their 60s has a very good chance of living another 30 years. Therefore, it would be ill-advised to allocate our portfolio mostly to bonds when starting retirement because we need to combat inflation and purchasing power risk.

When saving and investing for retirement what is called ?asset location? becomes very important (not Asset Allocation), i.e. in what type of account to carry what kinds of assets. Choosing the right account, taxable vs. tax-deferred can help you cut taxes and keep more of your investment gains. It can make a major difference in how much you can earn, after tax, over time. For a couple of examples, those whose gains are taxed as ordinary income would obviously belong in tax-deferred accounts (such as REITs and bonds). More tax-efficient investments (such as stock ETFs and tax-free municipal bonds) would belong in taxable accounts, typically in retail brokerage accounts outside of IRAs, 401k?s, etc.

A periodic review is warranted?typically annually?to make sure the savings rate and investment portfolio is on track.

And last but not least: you should have a tax-savvy strategy for withdrawals in retirement. There are required minimum distributions or RMDs from certain individual retirement accounts, and there are Social Security and other sources of income to consider. Therefore, one needs to have a plan as to which accounts to withdraw from, when and how much. This is unique for each individual or couple, but generally speaking the simplest withdrawal strategy is to take assets from your retirement and savings accounts in the following order:

    1.) the required minimum distributions
    2.) taxable accounts
    3.) tax-deferred traditional retirements accounts or 401(k)s
    4.) Tax-exempt ROTH accounts.

When looking at our retirement portfolio of investments and strategizing about an optimal withdrawal strategy, Social Security and all other sources of income need to be considered in an integrated fashion. There is a strategy I?m a fan of: the ?bucketing approach.? It?s a strategy where the portfolio is broken up into three buckets. Bucket One is held in ?cash equivalents;? very safe and steady vehicles such as short-term CDs and money market funds, and provides for funds to draw from for 2-3 years. Why? Because withdrawing assets during volatile markets early in retirement can ravage a portfolio. This safe and steady 3 year bucket will usually allow you to ride out volatilities. The second bucket would be an intermediate-term set of investments, i.e., high-quality short-term and intermediate-term bond funds for years 3 to 5. This is an additional layer of protection. And third, our last bucket would be designed for longevity, i.e. it would be a portfolio where we mix in some stocks to fight inflation and purchasing power risk, but in a fairly conservative, balanced portfolio. The size of each bucket can be adjusted slightly depending on needs. Additionally, a bucketed portfolio doesn?t stand still. Because assets are being depleted from Bucket One, you need to put in place a system for moving assets from the long-term bucket to the short-term buckets in a constantly rotating fashion every quarter or at least every six months. What this approach does is help retirees?who need a steady stream of income?ride out market volatility and help mitigate the risk of running out of money in retirement.

There are many different withdrawal strategies, such as the ?4% spending rule? ? as it is known ? which means withdrawing 4% of your prior year?s portfolio balance annually, adjusted for inflation. So, one needs to add the rate of inflation every year to that 4%. Let?s say inflation is at 2.5%. One needs to add 2.5% to the amount that was determined to be withdrawn. If, for example, you have 1 million, then the 4% would be $40,000, right? Then next year you would add 2.5% to this $40,000 to keep up with inflation thereby maintaining spending power, so you?d withdraw $41,000, and so on. Through extensive research and analysis it has been found that using this 4% rule made a retirement portfolio last through 30 years.

As you near retirement, you have less time to recover from a severe bear market. It would be prudent for a near-retiree to start gradually dialing down the risk profile of their portfolio and allocate more and more towards conservative investments as they are getting closer to their retirement, at least 5-7 years before, possibly earlier. Three years before retirement create bucket one and set it aside. This is the bucket I mentioned before from which you can start drawing for 2-3 years to cover your retirement spending.

There are some useful websites with very good retirement planning advice, calculators and other resources for planning, saving, and investing for retirement as well as managing your money when already retired. Three of my favorites are fidelity.com, troweprice.com and morningstar.

Effort to replace Chinese-made U.S. flags at Albuquerque VA hospital gets national exposure

Leon Padilla is flying high after learning an American-flag faux pas he uncovered is getting a fix.

He called Action 7 this week after learning the Veterans Affairs Hospital was giving out American flags to its veterans for Independence Day with the words "Made in China" written on each.

"You do not give a veteran, never ever, a flag that's not made in the United States," he said.

Padilla's discovery caught the attention of "ABC World News Tonight."

The network news show found a company in the United States that is willing to donate 100 American-made American flags to the Veterans Affairs Hospital in Albuquerque.

Padilla said he is touche by the gesture and thinks veterans will be, too.

"I'm really happy KOAT took the initiative and ABC and the nation will see what we've got going on," Padilla said.

The hospital said it hasn't received complaints about the Chinese-made flags. A representative said the anonymous donor who dropped off the flags did so with good intentions.

Hoku, Solar and Fuel Cell Aspirant, Bankrupt With $1B in Debt

Hoku Corp just filed for bankruptcy in Pocatello federal court according to reports in the Idaho State Journal.

Hoku started out as a fuel cell membrane and materials company, went public in 2005 on little revenue, and then pivoted to becoming a solar polysilicon manufacturer. The company also tried its hand at solar installation in home-state Hawaii with $1.6 million in 2013 revenue, according to reports in Hawaii's Star Advertiser.

The firm's stock was delisted from the Nasdaq last year. The company is now $1 billion in debt to 30 creditors including Tianwei and the Idaho plant's main construction contractor. Hoku is a subsidiary of Tianwei New Energy Holdings, which is an affiliate of China South Industries Group Corporation (CSGC). CSGC is a mammoth firm with 191,000 employees. Tianwei manufactures polysilicon, wafers, cells and modules.

In 2012, in a case of questionable timing, Hoku was looking to open up a long-threatened $700 million polysilicon plant in Pocatello, Idaho -- a factory looking to supply a transitioning and hobbled market. Hoku's CFO and CEO resigned around that time while the company was having difficulty paying its Idaho electric bill. Hoku had received $280 million in prepayments from PV panel manufacturers such as Hanwa SolarOne, Tianwei New Energy, Jinko Solar, and and a small prepayment from Suntech for polysilicon to be delivered between 2012 and 2016. The firm has been threatening to build the Idaho factory since 2008 -- when polysilicon was more expensive than today.

The firm never really had a technological differentaition in silicon manufacturing or in Proton Exchange Membrane (PEM)? fuel cells. Nor did it seem to have a strategic business plan, other than to go public and pay its executives.

Perhaps its Chinese Fortune 1000 conglomerate parent will engineer a financial rescue of the firm.
