Exclusive: Cyberattack leaves natural gas pipelines vulnerable to sabotage

A government report says a cyberattack against 23 natural gas pipeline operators stole crucial information that could compromise security. Experts strongly suspect China's military.

Cyberspies linked to China?s military targeted nearly two dozen US natural gas pipeline operators over a recent six-month period, stealing information that could be used to sabotage US gas pipelines, according to a restricted US government report and a source familiar with the government investigation.

From December 2011 through June 2012, cyberspies targeted 23 gas pipeline companies with e-mails crafted to deceive key personnel into clicking on malicious links or file attachments that let the attackers slip into company networks, says the Department of Homeland Security (DHS) report.

The report does not mention China, but the digital signatures of the attacks have been identified by independent cybersecurity researchers as belonging to a particular espionage group recently linked to China?s military.

The confluence of these factors ? ?along with the sensitive operational and technical details that were stolen ? make the cyberbreaches perhaps among the most serious so far, some experts say. The stolen information could give an adversary all the insider knowledge necessary to blow up not just a few compressor stations but perhaps many of them simultaneously, effectively holding the nation?s gas infrastructure hostage. Nearly 30 percent of the nation?s power grid now relies on natural gas generation.

?This theft of key information is about hearing the footsteps get closer and closer,? says William Rush, a retired scientist formerly with the Gas Technology Institute who chaired the effort to create a cybersecurity standard applicable to the gas pipeline industry.

?Anyone can blow up a gas pipeline with dynamite. But with this stolen information, if I wanted to blow up not one, but 1,000 compressor stations, I could,? he adds. ?I could put the attack vectors in place, let them sit there for years, and set them all off at the same time. I don?t have to worry about getting people physically in place to do the job, I just pull the trigger with one mouse click.?

The report comes at a time of growing US-China tensions over cyberespionage. President Obama called for tighter cybersecurity of critical US infrastructure in his State of the Union speech. This month, the White House also released an executive order that attempts to bolster cybersecurity among agencies that regulate electric utilities and other key industries. Congress, however, continues to resist legislation to mandate that such companies meet specific cybersecurity performance standards.

The attacks chronicled in the new DHS report were first reported in an exclusive Monitor article in May 2012, but the report offers confirmation, as well as further details and insights. Of the natural-gas pipeline operators targeted, 10 were infiltrated, another 10 cases are still being investigated, and three were ?near misses,? in which the companies narrowly avoided infiltration of their networks, according to the report, titled ?Active Cyber Campaigns Against the US Energy Sector? and compiled by DHS?s Industrial Control Systems Cyber Emergency Response Team (ICS-CERT).

What was stolen

Sensitive files were stolen that could give a cyberintruder the ability to control, or alter the operation of the pipelines, including usernames, passwords, personnel lists, system manuals, and pipeline control system access credentials, the report says.

?The data exfiltrated could provide an adversary with the capability to access US [oil and natural gas industrial-control systems], including performing unauthorized operations,? the report concludes. The stolen files were part of a ?sophisticated attack shopping list.?

HTC targets iPhone users with its new Sync Manager desktop applicationHTC announced the HTC One last week which is its latest flagship device running on the Android operating system. It appears that HTC believes it can pull current iPhone users away from iOS and onto android with its latest device and it is going all out to help people do just that by releasing software that can access an iPhone?s backup file. According to CNET Asia, HTC will soon be releasing an update to its desktop Sync Manager software that will have the ability to open up an iPhone?s backup file that has been created through an iTunes backup.

HTC told us that it will be launching a new version of its HTC Sync Manager desktop application for the HTC One with a new feature--it can extract data from iPhone backup files. Data from an iPhone backup (saved through iTunes) that can be transferred include photos, videos, calendar entries and text messages.

The version of the Sync Manager software that is currently available already offers some minor links with iTunes; but only for assistance with managing media on HTC devices. The new version will do so much more and allow iPhone users who are planning on moving to the HTC One an easy way to retain their photos, videos, calendar appointments and text messages; something that would have been difficult at best prior to this and in the case of text messages, virtually impossible.

It is unclear at this stage when the Sync Manager software will be released but we assume that it will coincide with the launch of the HTC One next month. The current version is available for both Mac and PC so we would expect the new version to be the same. What is unclear is how long Apple will let HTC access its iPhone backup data when this software is finally released. Maybe it will become the latest cat and mouse game similar to how Palm tried to get its Pre to sync with iTunes; something that Apple shut down very quickly.

There is no doubt that the HTC One is a top end smartphone with specifications to match. The iPhone 5S or whatever it will be called has got some serious competition on its hands now from this and the upcoming Samsung Galaxy S4. This year is going to be an exciting time for gadget lovers!

White House steps up campaign to avoid spending cuts

WASHINGTON (Reuters) - The White House escalated a campaign on Monday to convince Americans dire consequences await if government spending cuts go ahead on March 1, warning of a slowdown in global trade, a stalled fight against cancer and Alzheimer's disease and compromised security at U.S. borders.

At the same time, prominent Republicans said President Barack Obama was overstating the potential damage of the $85 billion in government-wide cuts to frighten the public.

"There is a responsible way to cut less than 3 percent of the federal budget. It's time for the president to show leadership," Louisiana Governor Bobby Jindal told reporters after a meeting between the president and governors. "The president needs to stop campaigning, stop trying to scare the American people."

Jindal's comments followed the president's plea for Republican and Democratic governors to press Congress to stop the cuts, telling them he was willing to compromise with Republican lawmakers.

Obama will meet leading Senate Republicans John McCain and Lindsey Graham on Tuesday to discuss immigration reform efforts, but a McCain aide said the talks could also delve into efforts to halt the cuts.

Graham is a member of Senate committees on appropriations and the federal budget. He and McCain both sit on the armed services panel. The McCain aide said the U.S. troop drawdown from Afghanistan could also be discussed on Tuesday.

But the president has given no sign that he would try to start negotiations or take steps to blunt the effect of the cuts. He bemoaned what he described as a confrontational atmosphere in Washington, where budget battles have provoked one near-crisis after another since the summer of 2011.

In recent weeks the White House has sought to highlight in stark terms the disruptions that would begin on Friday if federal programs are cut.

On Monday, Homeland Security Secretary Janet Napolitano warned the cuts would increase delays at ports of entry into the United States for container cargo by "up to five days."

Average wait times at customs for travelers will increase "by as much as 50 percent," she added, with even longer delays at the busiest airports such as Newark, Los Angeles and New York's JFK where delays could double to "four hours or more."

"I'm not here to scare people, I'm here to inform," Napolitano said at a White House briefing. "Please don't yell at the customs officer or the (Transportation Security Administration) officer because the lines are long," she said. "The lines over the next few weeks are going to start to lengthen in some dramatic ways in parts of the country."

Also Monday, Francis Collins, director of the National Institutes of Health, told reporters that the $1.6 billion cutback would hit the 240-bed NIH Clinical Center in Bethesda, Maryland, where doctors study rare diseases and conduct clinical trials to test new drugs for conditions ranging from cancer and AIDS to depression and genetic disorders.

The NIH also predicted that a lack of funding for hundreds of new grants could jeopardize as many as 20,000 research jobs across the United States and slow vital projects to fight cancer and Alzheimer's disease, develop a universal influenza vaccine and gain fresh insights into the activities of the human brain.

The administration began ratcheting up its warnings on Friday when Transportation Secretary Ray LaHood described cuts at airports that he said would cause domestic air travelers significant delays.

Over the weekend, the White House distributed state-by-state projections of lost jobs and cuts in education funding for poor children. These figures were widely reported on local news broadcasts.

HOW LONG WILL CUTS LAST?

The actual impact of the cuts will depend largely on how long they last.

Many of the projections are based on the likelihood that government employees will be furloughed - told to take unpaid days off - in order to meet the demands of the cuts.

But the furloughs won't occur for at least a month, or perhaps later, because federal rules require the government to give its employees 30-days notice.

Congress and the White House also could agree to stop or ease the cuts before they run their course.

Neither the White House nor members of Congress have offered reason to hope for a deal before Friday's deadline.

Asked Monday whether he thought the automatic cuts, called "sequestration" in Washington-speak, would take effect, House Speaker John Boehner, a Republican, responded: "hope springs eternal."

Both sides have concentrated more in recent days on apportioning responsibility for the spending reductions, to which both sides agreed in August 2011 with the expectation that the sequestration would never come to pass.

The White House public relations initiative has increasingly drawn criticism from Republicans who accuse the president of exaggerating and traveling around "campaigning" instead of looking for ways to avoid the cuts.

"We heard the president say last week that he was going to be forced because of the sequestration to let criminals loose on the street if he didn't get another tax hike," House Majority Leader Eric Cantor told reporters Monday.

"Today, we're hearing discussions from the Secretary of Homeland Security that somehow we're going to have to sacrifice homeland security efforts and keeping our country safe if we don't get another tax hike. This is a false choice."

White House press secretary Jay Carney responded Monday that the administration is just trying to "highlight the impact of sequester, and by doing so, hope that attention will be brought to bear on that problem, and the need for Congress to act responsibly to avoid it."

Obama is scheduled to travel to Cantor's state of Virgina on Tuesday, to press his case at the Newport News shipyard. The cuts fall evenly on non-defense and defense spending, with states like Virginia, heavily dependent on Pentagon contracts, expected to be hardest hit.

Israelis plan to press Obama to free convicted spy

JERUSALEM (AP) ? Israel's Nobel-laureate president, backed by thousands of followers, is leading an effort to press President Barack Obama during his upcoming visit to free convicted spy Jonathan Pollard, ending one of the most painful episodes between the two allies.

Pollard was sentenced to life in prison in 1987 for passing classified material to Israel.

Pollard is said to be in poor health, and his case has become a rallying cry in Israel. Leaders routinely call for his release and say his 28 years in prison are excessive punishment. But stiff opposition from the American military and intelligence community has deterred a string of American presidents from releasing him.

Next month's visit by Obama, coupled with a perceived softening of the American stance, is raising hopes that Pollard, 58, may finally get his freedom.

More than 65,000 Israelis have signed a petition calling on Obama to free Pollard, the Facebook page of the U.S. embassy in Israel has been flooded with pardon requests and a nationwide campaign began Tuesday urging President Shimon Peres to push for Pollard's release. He quickly agreed.

In a video clip, Peres is shown receiving the Presidential Medal of Freedom from Obama. The camera then pulls back, showing the wall of a prison cell with the following message: "Mr. President, please save me. J. Pollard."

Speaking to high school students Tuesday, Peres, who won a Nobel Peace Prize in 1994, said he would try.

"I intend to raise the issue of Jonathan Pollard during my meeting with President Obama," he said. "(I) will do everything I can to convey this clear message: Jonathan Pollard must be released from prison on humanitarian grounds."

Pollard, a Jewish civilian intelligence analyst, was arrested by FBI agents in Washington in 1985 after unsuccessfully seeking refuge at the Israeli Embassy in Washington. He pleaded guilty to leaking classified documents to Israel and received a life sentence. He is eligible for parole in two years. With little time left on his sentence, Israelis believe it would pose little risk for Obama to free Pollard.

The Pollard affair is enmeshed in highly fraught issues. One is the very idea of spying against an ally ? especially a country's primary patron. Another is the delicate issue of suspected dual loyalties among American Jews, and their own concerns about being seen in such a light.

Once a niche cause of the Israeli religious right wing, the call for Pollard's freedom has now become a matter of consensus in Israel. A wide range of politicians, artists and Nobel Prize winners have embraced Pollard's cause. The influential writers A.B. Yehoshua and David Grossman ? leading voices of the Israeli peace camp ? and former President Yitzhak Navon are among the prominent names backing the calls for his release.

"Both he (Pollard) and Israel have repeatedly expressed remorse. We have learned our lesson and have been living with the painful consequences for nearly three decades," their petition reads. "It is our fervent hope and prayer that your upcoming trip to Israel will bring us the good news we have waited for, for so very long, and that this tragic and painful episode can finally be put to rest once and for all."

Jerusalem Mayor Nir Barkat said he plans to honor Pollard with the "Jerusalem Freedom Award," which represents "the goal of the Jewish people to be free in our land," according to the municipality.

White House officials say there is no change in policy and no plans to free Pollard.

Aaron David Miller, a former American Mideast peace envoy who served under six U.S. secretaries of state, said freedom seemed like a long shot.

"A Pollard release would certainly make Netanyahu's day," Miller said, but would risk angering many in Washington.

Advocates note that some of those convicted for spying for American enemies have served far shorter prison terms.

Even after all these years, many details of the case remain a mystery. Pollard delivered piles of documents to his handlers, and their full extent has never been disclosed.

Pollard's lawyer, Nitzana Darshan-Leitner, said the material had traditionally been shared with the Israelis. She said the information included details about Arab and Soviet military capabilities, and it helped Israel carry assassinate a senior PLO official in Tunisia in 1988.

Darshan-Leitner said Pollard suffers from diabetes, high blood pressure and kidney stones. "His medical condition is very precarious," she said.

A recently declassified 1987 CIA damage assessment concluded that Pollard did not spy against America. According to the version published in December by the National Security Archive, a George Washington University project, Pollard cooperated "in good faith" while in custody and his handlers' requests were limited to intelligence on the Pakistanis, Arab states and the Soviets.

Pollard was granted Israeli citizenship in the late 1990s during Netanyahu's first term. While Netanyahu was out of office, he visited Pollard in prison, Last year, Netanyahu made a formal appeal to the U.S. for his release and a personal plea to allow him to attend his father's funeral. The requests were denied.

For years, the Americans resisted an early release by saying it would harm national security. The stiff punishment was also seen as a deterrent to allies, warning them of the consequences of spying on American soil. But opposition has begun to crack, raising hopes that a breakthrough may be near.

Former secretaries of state Henry Kissinger and George Schultz, along with Lawrence Korb, the assistant secretary of defense at the time, former CIA Director R. James Woolsey, Sen. John McCain and former Vice President Dan Quayle have all called for Pollard's release in recent years.

Pollard's wife, Esther, said that given these developments, and the passage of time, the moment was ripe for Obama "to right this injustice."

"I pray that President Obama will respond without any further delay," she said in an email message.

Oscars Tie: Best Sound Editing Has Two Winners, But It Isn't A First

On Sunday night, something unusual happened at the 85th Annual Academy Awards -- there was a tie.

The Oscars tie had two winners for Best Sound Editing -- "Zero Dark Thirty" and "Skyfall."

Although it is rare, Oscars ties have happened before.

In 1932, Frederic March won the Best Actor award for "Dr. Jekyll and Mr. Hyde" and tied with Wallace Beery for "The Champ" because Beery only beat him by one single vote, Slate notes. The rules allowed for a one-vote difference to be called a tie back then, but today it must be the exact same.

The Best Documentary Short award had a tie in 1949, according to ABC News. That category also had a tie in 1986.

"Franz Kafka?s It?s a Wonderful Life" and "Trevor" tied for Best Short Film (Live Action) in 1995, Moviefone notes.

Most famously, Barbara Streisand and Katherine Hepburn tied in the heavyweight category of Best Actress, according to Moviefone. Streisand was honored for playing Fanny Brice in "Funny Girl." Hepburn won for her performance as Queen Eleanor in "The Lion in Winter."

As for the category of Best Sound Editing, it might have been difficult for the Academy to choose just one winner of such an intricate craft.

"Zero Dark Thirty" sound editing supervisor Paul N. J. Ottosson previously explained the art of his job to Entertainment Weekly:

(AP) ? Park Geun-hye became South Korea's first female president Monday, returning to the presidential mansion where she grew up with her dictator father.

Park's last stint in the Blue House was bookended by tragedy: At 22, she cut short her studies in Paris to return to Seoul and act as President Park Chung-hee's first lady after an assassin targeting her father instead killed her mother; she left five years later after her father was shot and killed by his spy chief during a drinking party.

As president, Park will face stark divisions both in South Korean society and with rival North Korea, which detonated an underground nuclear device about two weeks ago. South Koreans worry about a growing gap between rich and poor, and there's pressure for her to live up to her campaign suggestion that she can return the country to the strong economic growth her strong-man father oversaw.

North Korea's atomic test will also present a challenge to her vow to soften Seoul's current hard-line approach to its northern rival.

Pyongyang, Washington, Beijing and Tokyo are all watching to see if Park pursues an ambitious engagement policy meant to ease five years of animosity on the divided peninsula or if she sticks with the tough stance of her fellow conservative predecessor, Lee Myung-bak.

Park's decision is important because it will likely set the tone of the larger diplomatic approach that Washington and others take in stalled efforts to persuade North Korea to give up its nuclear weapons ambitions.

Park technically took over as the clock struck midnight. Her swearing-in ceremony later Monday was to be attended by tens of thousands, including dignitaries such as U.S. National Security Adviser Tom Donilon, Thai Prime Minister Yingluck Shinawatra and Japanese Deputy Prime Minister Taro Aso. South Korean superstar PSY, who rose to surprising global fame last year with his song "Gangnam Style," was set to perform.

Park's first weeks in office will be complicated by North Korea's warning of unspecified "second and third measures of greater intensity," a threat that comes as Washington and others push for tightened U.N. sanctions as punishment for the Feb. 12 atomic test, the North's third since 2006.

That test is seen as another step toward North Korea's goal of building a bomb small enough to be mounted on a missile that can hit the United States. The explosion, which Pyongyang called a response to U.S. hostility, triggered global outrage.

Park has said she won't yet change her policy, which was built with the high probability of provocations from Pyongyang in mind. But some aren't sure if engagement can work, given North Korea's choice of "bombs over electricity," as American scientist Siegfried Hecker puts it.

"Normalization of relations, a peace treaty, access to energy and economic opportunities ? those things that come from choosing electricity over bombs and have the potential of lifting the North Korean people out of poverty and hardship ? will be made much more difficult, if not impossible, for at least the next five years," Hecker, a regular visitor to North Korea, said in a posting on the website of Stanford University's Center for International Security and Cooperation.

As she takes office, however, Park will be mindful that many South Koreans are frustrated at the state of inter-Korean relations after the Lee government's five-year rule, which saw two nuclear tests, three long-range rocket launches and attacks blamed on North Korea that killed 50 South Koreans in 2010.

Park's policy calls for strong defense but also for efforts to build trust through aid shipments, reconciliation talks and the resumption of some large-scale economic initiatives as progress occurs on the nuclear issue. Park has also held out the possibility of a summit with new North Korean leader Kim Jong Un.

Much is riding on Park's conclusion.

"The overall policy direction on North Korea among the U.S., Japan and South Korea will be hers to decide," said Victor Cha, a former senior Asia adviser to President George W. Bush. "If Park Geun-hye wants to contain, the U.S. will support that. But if Park Geun-hye, months down the road, wants to engage, then the U.S. will go along with that too. "

Her father was a staunch anti-communist who made no secret of his antipathy toward Pyongyang during his 18-year rule in the 1960s and '70s. In 1968, 31 North Korean commandos staged a failed raid on the Blue House that ended with nearly all of them dead. In 1974, Park's wife was shot and killed by a Japan-born Korean claiming he was acting on assassination orders by North Korea founder and then leader Kim Il Sung.

Critics say Park Geun-hye's North Korea policy lacks specifics. They also question how far she can go given her conservative base's strong anti-Pyongyang sentiments.

But Park has previously confounded ideological expectations. She travelled to Pyongyang in 2002 and held private talks with the late Kim Jong Il, the father of Kim Jong Un, and her gifts to Kim Jong Il are showcased in a museum of gifts to the North Korean leaders. During the often contentious presidential campaign, she responded to liberal criticism by reaching out to the families of victims of her father's dictatorship.

She said in her 2007 autobiography that she visited Pyongyang because she thought her painful experiences with the North made her "the one who could resolve South-North relations better than anyone else." She also wrote that Kim Jong Il apologized for the 1968 attack.

"I don't think this latest spike in the cycle of provocation and response undermines her whole platform of seeking to somehow re-engage the North," said John Delury, an analyst at Seoul's Yonsei University. North Korea wants a return of large-scale aid and investment from South Korea.

Before the election, Pyongyang's state media repeatedly questioned the sincerity of Park's engagement overture. Since the election, however, although regular criticism of Lee continues ? one report said he was the "rubbish of history" ? the North's official Korean Central News Agency hasn't mentioned Park by name, though her political party is still condemned.

Pyongyang sees the nuclear crisis as a U.S.-North Korea issue, Delury said. "From a North Korean mindset, ramping up the tension and hostility with the U.S. does not equal jettisoning relations with the South."

Park may take a wait-and-see stance in coming months.

Analyst Hong Hyun-ik at the private Sejong Institute in South Korea predicts that the United States will seek nuclear talks with North Korea in a few months, something that could help Park's efforts to engage North Korea.

"The nuclear test sets back and complicates but does not necessarily doom her engagement efforts over the long term," said Ralph Cossa, president of Pacific Forum CSIS, a Hawaii-based think tank.

Park warned after the test that North Korea faces international isolation, economic difficulties and, eventually, a collapse if it continues to build its atomic program. But she also pressed Pyongyang to respond to her overtures.

"We can't achieve trust with only one side's efforts," she said.

Ford to pay CEO bonus at leaving

? Ford will pay a bonus to CEO Alan Mulally after his employment ends as reward for leading the second-largest U.S. automaker through its turnaround.

The payment will be based on Ford?s contributions to Mulally?s company retirement and benefit equalization plans, the Dearborn, Mich., company said in a regulatory filing. Ford reported net income of $5.67 billion for 2012 and its shares climbed 20 percent, outpacing the Standard & Poor?s 500 Index?s 13 percent rise.

The agreement for the payment was dated Feb. 13 and is ?a clarification of a prior agreement,? said Jay Cooney, a company spokesman.

?Nothing has changed.? No amounts were disclosed in the accord.

Ford reclaimed investment-grade credit ratings and paid out its first dividend since 2006 on the strength of its namesake brand, the only vehicle line to top 2 million U.S. sales last year.

Mulally, 67, has instituted a global product development plan called One Ford to boost profits by selling the same models globally, rather than different versions for various regions.

Ford has earned $35.2 billion the past four years after losing $30.1 billion from 2006 through 2008. Executive Chairman Bill Ford elevated Mark Fields to chief operating officer in December from president of the Americas, positioning the 23-year veteran of the company to succeed Mulally after 2014.

Mulally?s compensation for 2012, including salary and benefits, will be revealed in the company?s proxy statement. Ford rewarded Mulally with stock worth $58.3 million in March of last year and $56.6 million a year earlier.

Ford also provided some detail on the Venezuelan government?s Feb. 8 decision to devalue its currency to an exchange rate of 6.3 bolivars to the U.S. dollar and the effect that move will have on the automaker?s operations in the country.

Ford had $620 million in net monetary assets denominated in Venezuelan bolivars as of the end of last year, according to last week?s filing. Ford would have recorded a translation loss of about $200 million in its year-end financial statements had the devaluation occurred before the end of last year, the company said.

?Our ability to obtain funds at the official exchange rate has been limited,? Ford said in the Feb. 19 filing. ?Continuing restrictions on the foreign currency exchange market could affect our Venezuelan operations? ability to pay obligations denominated in U.S. dollars as well as our ability to benefit from those operations.?

The automaker also reported that North American automotive employment increased to 80,000 at the end of 2012 from 75,000 a year earlier. Total Ford employment increased 4.3 percent to 171,000.

Rising demand for F-Series pickups in Ford?s home market paced a record $8.34 billion annual pretax profit for the company?s operations in North America.

World's smallest space telescope to be launched from Sriharikota in India

The smallest astronomical satellite ever built is set to be launched on Monday, February 25, as part of a mission to prove that even a very small telescope can push the boundaries of astronomy.

The satellite was designed and assembled at the Space Flight Laboratory (SFL) of the University of Toronto Institute for Aerospace Studies (UTIAS).

It will be launched from the Satish Dhawan Space Center in Sriharikota, India, along with its twin, also designed in Canada, but assembled in Austria.

Each nano-satellite in the BRIght Target Explorer (BRITE) mission is a cube 20 centimeters per side, and weighing less than 7 kilograms.

The BRITE satellites are part of the new wave of nano-satellites that can be designed, assembled and deployed fast and relatively cheaply.

?SFL has demonstrated that nano-satellites can be developed quickly, by a small team and at a cost that is within reach of many universities, small companies and other organizations,? Cordell Grant, Manager of Satellite Systems for the Space Flight Laboratory at UTIAS said.

?A nano-satellite can take anywhere from six months to a few years to develop and test, but we typically aim for two years or less,? Grant said.

Up to now, such nano-satellites had been used only to monitor the Earth and experiment with new technologies.

BRITE is the first nano-satellite mission intended for astronomy, and the first-ever astronomy constellation -- more than one satellite working toward a common objective -- of any size.

The previous world-record holder for small astronomy satellites was the MOST satellite, designed and assembled in part by SFL at UTIAS.

Fox News co-host apologizes for rape remark

A day after questioning the prevalence of rape on college campuses, Fox News co-host Bob Beckel apologized for the remark.

"It's a horrible, horrendous issue," Bob Beckel, the liberal co-host of "The Five," said on Wednesday's show. "Simply put, rape is rape--whether it's date rape or it's somebody coming in off the campus trying to rape somebody else. I very strongly feel that way. So, I just want to straighten the record out on that."

Beckel--who the day before was echoing a Colorado lawmaker's rationale for banning concealed weapons on college campuses--explained that he was "simply trying to make ... a distinction" that wasn't there.

?When was the last time you heard about a rape on campus?? Beckel asked his four colleagues on Tuesday's show.

?What are you talking about?" co-host Eric Bolling responded. "It?s rampant."

?In particular, date rape on campus,? co-host Dana Perino added.

Beckel's comments sparked an understandable backlash among both conservatives and women.

Twitchy.com, the website operated by conservative blogger Michelle Malkin, called Beckel a "cretinous misogynist."

"Vomit," Malkin herself tweeted.

In 2010, the Department of Justice estimated that 25 percent of college women "will be victims of rape or attempted rape before they graduate within a four-year college period." It also noted that women "between the ages of 16 to 24 will experience rape at a rate that's four times higher than the assault rate of all women." And, it said, schools with more than 6,000 students "average one rape per day during the school year.?

According to New York University's "National Statistics about Sexual Violence on College Campuses," fewer than 5 percent of such cases are reported to law enforcement.

ANN ARBOR Federal sequestration spending cuts could cost the University of Michigan research budget up to $40 million this year, harming graduate students, research scientists and others whose jobs depend on the funding, Vice President for Research Stephen Forrest told the Board of Regents Thursday.

In his annual report on research to the regents, Forrest noted that the University of Michigan once again ranked first in research and development spending among the nation's public universities in the latest National Science Foundation rankings.

"U-M is uniquely positioned to sustain both the quality and influence of its research enterprise," Forrest said. "Strategic investment in new initiatives and funding diversification will lead to long-term success."

However, if Congress and the White House fail to resolve a budgetary impasse by March 1, broad, across-the-board cuts to most categories of government spending, totaling about $85 billion for the current fiscal year and known as the sequester, will take effect.

Funding from federal agencies provides 62 percent of U-M's research budget, which totaled $1.27 billion in the fiscal year that ended June 30, 2012. Sequestration cuts would seriously impact the university's ability to pay graduate-student researchers; research scientists and engineers, postdoctoral researchers and administrative staff could be vulnerable as well.

"The students working in our labs help to uncover new knowledge that leads to new applications. They're also being prepared for a lifetime of creativity and productivity as scientists, engineers, physicians, entrepreneurs, educators and artists. These are the people who shape our future. We can't short-change them, or ourselves," Forrest said recently in a video produced in support of an effort coordinated by the Association of American Universities, the Association of Public and Land-Grant Universities and The Science Coalition to encourage Congress to avoid the sweeping budget cuts, which could total $1.2 trillion through 2021.

Draconian cuts to the federal research budget would also damage this country's ability to compete globally, Forrest said.

"We live in a global economy with a growing number of strong international competitors," he said. "If we pull back now from investing in our future, we will lose ground that will be difficult, if not impossible, to regain.

"It would be a mistake to try to save our way out of these difficult economic times," Forrest said in the video. "Never has it been more important for Congress to sustain our investment in research and even to expand it. It's the engine that drives our economy. Let's not let it run out of gas."

At the regents meeting, Forrest noted that the latest National Science Foundation rankings, issued in November, showed U-M atop the R&D expenditures list for public universities and behind only Johns Hopkins University on the list of all U.S. universities and colleges.

It was the third straight year that U-M ranked first among public universities and the 13th time in the past 27 years. U-M held that distinction every year from 1991 through 1999.

In the fiscal year that ended June 30, funding from the National Science Foundation was up by 7.9 percent, and the Department of Energy increased its support by 8.6 percent. The National Aeronautics and Space Administration's investment rose by 15.3 percent, and the Department of Transportation increased its funding by 38.4 percent.

Funding from the Department of Defense grew by 9.5 percent, reversing a decline in the previous year. Support from the Department of Health and Human Services decreased 8.1 percent, in part due to a drop in American Recovery and Reinvestment Act (ARRA) funds.

Research grants and contracts from industry grew by 5.6 percent to $42.8 million, building on a 4 percent growth rate from the previous year.

Forrest cautioned the regents that no matter what happens with sequestration, the United States is entering a period of flat or declining federal funding for university research. U-M is taking steps to anticipate and adapt to the changes, in part by strengthening ties to industry, engaging globally, and working to sustain and enhance the federal investment in university research.

Research grants and contracts from industry grew by 5.6 percent to $42.8 million, building on a 4 percent growth rate from the previous year.

Forrest cautioned the regents that no matter what happens with sequestration, the United States is entering a period of flat or declining federal funding for university research. U-M is taking steps to anticipate and adapt to the changes, in part by strengthening ties to industry, engaging globally, and working to sustain and enhance the federal investment in university research.

A rational individualism is simply judging others and interacting with others based on the content of their character. Objectively, and only once you have gotten to know them and know where they are coming from in life. Every individual has a unique life and unique desires. Every individual has their own identity that must be respected. People are complex. They cannot be entirely defined by their race, religion, nationality, sex,
sexuality, age and etc.
In order to properly care for a society you must care for each living person in it.
I support multiculturalism also.

Laura Bush: Gay marriage ad should not include me

The national advertising campaign of print, television and online ads that launched this week featured a quote from an appearance by?Bush?on CNN in which she says: 'When couples are committed to each other and love each other then they ought to have the same sort of rights that everyone has.'

The Respect for Marriage Coalition responded that it would start a new ad this weekend. The group, made up of more than 80 organizations supporting the freedom of gays to marry, said Thursday that it appreciatedBush's?previous comments but was "sorry she didn't want to be included in an ad."

The ads also include clips of President Barack Obama, former Vice President Dick Cheney and former Secretary of Defense Colin Powell talking about same-sex marriage. The coalition noted that it had used for the campaign public comments from "American leaders who have expressed support for civil marriage."

Bush?spokeswoman Anne MacDonald has said that?Bush?asked to be removed from the campaign after learning that she was being featured. MacDonald has said?Bush?"did not approve of her inclusion in this advertisement nor is she associated in any way with the group that made the ad."

After the coalition released its statement Thursday, MacDonald said?Bush?would have no further comment.

Cheney, whose daughter Mary is gay, said in a speech at the National Press Club in 2009 that he supported gays being able to marry but believed that states, not the federal government, should make the decision. The ad campaign that included?Bush?also featured a clip of Cheney saying at the National Press Club "Freedom means freedom for everyone."

Powell was shown in a clip from CNN saying, "Allowing them to live together with the protection of the law, it seems to me is the way we should be moving in this country." Obama's quote came from his inaugural address this year during which he says, "Our journey is not complete until our gay brothers and sisters are treated like anyone else under the law."
