FRANKFURT (Reuters) - Siemens AG is paying for its 1.74 billion pound ($2.8 billion) acquisition of Invensys' rail business out of existing liquidity, the Infrastructure & Cities division's finance chief said.
"Siemens will not take on any external debt as part of this deal," Hannes Apitzsch told journalists and analysts during a conference call on Thursday.
The deal, announced late on Wednesday, vaults Siemens well ahead of rivals in rail signaling, with a 17 percent market share, almost double the closest rivals Alstom and Ansaldo STS.
Siemens had almost 11 billion euros ($14.2 billion) of cash at the end of September.

So far, that's only added about half an inch (1.3 centimeters) to rising sea levels, not as bad as some earlier worst case scenarios. But the melting's quicker pace, especially in Greenland, has?ice?scientists worried.
One of the biggest wild cards in climate change has been figuring out how much the melting of the massive sheets of?ice?at the two poles would add to the seas. Until now, researchers haven't agreed on how fast the mile-thick sheets are thawing ? and if Antarctica was even losing?ice.
The new research concludes that Antarctica is melting, but points to the smaller?ice?sheet in Greenland, which covers most of the island, as the bigger and more pressing issue. Its melt rate has grown from about 55 billion tons a year in the 1990s to almost 290 billion tons a year recently, according to the study.
"Greenland is really taking off," said National Snow and?Ice?Data Center scientist Ted Scambos, a co-author of the paper released Thursday by the journal Science.
Study lead author Andrew Shepherd of the University of Leeds in England, said their results provide a message for negotiators in Doha, Qatar, who are working on an international agreement to fight global warming: "It's very clear now that Greenland is a problem."
Scientists blame man-made global warming for the melting. Burning fossil fuels, such as coal and oil, emits carbon dioxide and other greenhouse gases that trap heat, warming the atmosphere and oceans. Bit-by-bit, that erodes the?ice?sheets from above and below. Snowfall replenishes the?ice?sheets, but hasn't kept pace with the rate of melting.
Because the world's oceans are so big, it takes a lot of?ice?melting ? about 10 trillion tons ? to raise sea levels 1 inch (2.5 centimeters). Since 1992,?ice?sheets at the poles have lost nearly 5 trillion tons of?ice, the study says, raising sea levels by about a half inch.
That seemingly tiny extra bit probably worsened the flooding from an already devastating Superstorm Sandy last month, said NASA?ice?scientist Erik Ivins, another co-author of the study. He said the extra weight gives each wave a little more energy.
Groupon's stock rose 12% this afternoon after CEO Andrew Mason spoke at our Ignition conference.

Mason said he would fire himself if he didn't think he was the right guy for the job. He also said that he cares a lot more about the success of the business than he does about any particular role at the company. And he laid out Groupon's long-term vision and opportunity.
There are three possible interpretations of the stock's reaction to Mason's remarks:
Investors were encouraged by Mason's composure, vision, and forthrightness, and reassured about the prospects for Groupon's stock.
Investors took Mason's remarks to mean that he might be replaced by someone who is a better fit for the job.

State Rep. Carol Alvarado is once again pushing to ban soda in Texas public schools. The Houston Democrat is also seeking to ban sports drinks and other sweetened beverages, but would allow schools to sell or distribute 100-percent vegetable or fruit juice, vitamin-enhanced water, water without sweeteners and milk with a fat content of 1 percent or less.
According to a Dallas Observer blog, Alvarado introduced a similar bill last year that easily passed the House before it was defeated in the state Senate. The legislation was met with opposition from state Rep. Jodie Laubenberg, who said lawmakers were "telling [students] that we don't trust their judgment on things,? according to the Texas Tribune.
In-school soda and sugary drinks bans are spreading. A recent study by University of Michigan researchers showed half as many U.S. adolescents as in 2006 were able to buy high-calorie sodas in public schools. However, fruit drinks, sports drinks and other noncarbonated beverages that pack excess calories and sugar can still be easily purchased in school vending machines, stores and cafeterias. More than half of middle school students and most high school students could still buy such drinks in the 2010-11 academic year, the study found.
There is much debate surrounding whether a ban like the one proposed in Texas would actually reduce soda consumption or help combat childhood obesity, as proponents claim.
Across all states -- including those that banned soda, banned sugary drinks or had no ban in place -- about 85 percent of students reported consuming sugar-sweetened beverages at least once in the previous week, according to a study published last year in the Archives of Pediatrics and Adolescent Medicine. That study determined a soda ban policy did not alter students' out-of-school access to or purchasing of those drinks, nor did it change overall consumption.

This seminar will help community, health, faith-based, and business leaders, healthcare professionals and providers, and interested citizens create and refine their strategic planning efforts enabling seniors to age in place while reducing healthcare costs through fall prevention and fall recovery techniques.
The presentation, led by Body Recall executive director Jeff Rubin, is provided as a community service and will focus on how falls and fall prevention impact the healthcare initiative.

SYDNEY: The Australian government on Monday made a parliamentary apology to victims of abuse in the military and set up a compensation fund after hundreds of claims of rape and sexual assault.
Defence Minister Stephen Smith also established an independent taskforce to individually assess each allegation uncovered by a report commissioned by the government last year.
The taskforce will be able to refer appropriate matters to police for formal criminal investigation, while offering victims help in accessing counselling, health, and other services.
"Young men and women have endured sexual, physical or mental abuse from their colleagues which is not acceptable and does not reflect the values of a modern, diverse, tolerant Australian society," Smith told parliament.
"Such experiences have had a lasting, serious, traumatic and adverse impact on the people who have experienced them."
In his statement, Smith lashed out at senior military figures who occupied positions of trust and who "abused that trust through their behaviour, including through the turning of a blind eye."
"Today's men and women of the Australian Defence Force or the Department of Defence who have suffered sexual or other abuse, on behalf of the government I say sorry," he said.
"You should never have experienced this abuse. Again, I say sorry."
A capped compensation fund was set up with the taskforce, headed by former West Australian Supreme Court judge Len Roberts-Smith, to determine who qualifies for payouts of up to Aus$50,000 ($52,000).
The move follows an independent report sparked by the so-called Skype scandal in 2011, when footage of a young male recruit having sex with a female classmate was streamed online to cadets in another room without her knowledge.
The report detailed 24 allegations of rape that never went to trial, among more than 1,000 claims of sexual or other abuse from the 1950s to the present day, involving both men and women.
As well as the rape claims, it said that "from the 1950s through to the early 1980s, many boys aged 13, 14, 15 and 16 years of age in the defence force suffered abuse including serious sexual and other physical abuse."
Until the 1960s, boys as young as 13 were recruited into the Navy, while 15-year-olds were accepted into the Army, Navy and Air Force up until the early 1980s. The minimum enlisting age is now 17.
The report also highlighted brutal initiation ceremonies and depicted a culture in the military of covering up, failing to punish perpetrators and hostility towards victims who complained.
Smith said the Defence Force would bear the financial burden of any compensation, with military and government officials "committed to zero tolerance in the future."
"Acknowledging the past and taking responsibility for it is only the first step," he said.
"We must ensure that such abuse can never be tolerated again." Defence Force chief General David Hurley also apologised, saying he recognised "the damage and suffering that has been caused to some."
"The Australian Defence Force has begun addressing these causes through its cultural reform programme," he said.
"On behalf of the Australian Defence Force, I say that I am sorry to those who have suffered sexual, physical or mental abuse while serving."
As Congress wrangles over the fiscal cliff, one tiny document will loom large over the negotiations.
Known in Republican circles simply as "The Pledge," the Americans for Tax Reform (ATR) Taxpayer Protection Pledge has steered GOP tax policy for decades, applying pressure to any candidate, lawmaker, or president who would raise taxes. If tax rates aren't at stake, the pledge is equally unforgiving to those who would limit deductions, even as a tradeoff, as Republicans are now being asked to do by Democrats and President Obama.
It reads:
I, ______, pledge to the taxpayers of the ______ district of the state of ______ and to the American people that I will: One, oppose any and all efforts to increase the marginal income tax rates for individuals and/or businesses; and Two, to oppose any net reduction or elimination of deductions and credits, unless matched dollar for dollar by further reducing tax rates
Much has been made lately of the pledge's allegedly diminishing influence, after House Speaker John Boehner indicated revenue increases would be on the table in fiscal-cliff talks. But Republicans who hint at pledge violations have a way of revising their statements with vague language about filling government coffers without going against the vow.
In the current Congress, 238 representatives and 41 senators have signed the Pledge. In the next Congress, ATR claims 219 representatives and 39 senators as adherents-although a small handful have already backed away from their commitments.
The pledge began in 1986 under the aegis of president Ronald Reagan.
Grover Norquist, a Republican and former staffer at the U.S. Chamber of Commerce, had launched Americans for Tax Reform in 1985 to advocate for tax reforms Reagan was pushing in his second term. The group was financed largely by corporate sponsors such as Kraft, the Associated Press reported at the time.
In the midterm campaign year of 1986, Norquist rolled out the Taxpayer Protection Pledge as a way to pressure candidates to support Reagan's tax agenda, and as a cudgel for Republicans to wield against Democrats on the campaign trail.
"We intend to make tax reform permanent," Norquist explained that year. Reagan had already passed tax reforms in 1981-drawing the same Democratic criticism of GOP tax policies as today, namely that they favor the wealthy-and the second-term president eyed the 1986 bill as part two of his tax agenda.
Reagan and congressional Republicans signed onto it. ATR pushed the pledge through the Republican Information Network, a newfangled proto-Web tool for GOP campaigns, along with sample press releases offered up as blueprints for GOP candidates to attack their Democratic foes.
Reagan promoted the pledge, and Republican candidates ran on the pledge, and while the GOP lost House and Senate seats in the election year, Reagan's tax-reform bill passed: ATR and the pledge had succeeded.
Since then, Norquist's pledge has helped enforce near-uniformity in Republican ranks, enshrining as dogma a policy of never raising tax rates. George H.W. Bush, who did not sign the pledge, lost re-election after raising taxes, breaking his own "read my lips: no new taxes" vow, as Norquist is usually quick to point out. Raising taxes "ruined" Bush's presidency and "cut it in half," Norquist told ABC in a phone interview in June.
The pledge has worked for 26 years because it's simple.
'If you want a politician to make a commitment and you want it to matter, it can't be four paragraphs long, I can't have moving parts - you can't remember what's in it," Norquist told The Atlantic in 2011.
And as Norquist puts it, signers are beholden to voters, not to him or his group.
The pledge may be facing its biggest test yet. Norquist has his enemies and frenemies on both sides of the aisle, including Republican Sens. Lindsey Graham and Tom Coburn, both of whom have stood cleanly against any obligation to the pledge. About a dozen incoming House Republicans haven't signed it, and a few more have distanced themselves from it, The Hill's Russell Berman reported after the 2012 election.
Throughout 2012, with fiscal-cliff negotiations approaching, Norquist has been adamant that Republicans will not vote to raise taxes or limit deductions without finding new tax cuts elsewhere. Even as some Republicans have backed away from his anti-tax line, the pledge has history on its side.

But a new study suggests that dogs tend to associate words with size rather than shape.
This difference makes it ?very doubtful that there is a single mammalian feature in word learning,? said Emile van der Zee, a psychologist at the University of Lincoln in England and the first author of the study, which appears in the journal PLoS One. ?This study may help us understand why humans are more special when it comes to learning language.?
The researchers worked with Gable, a 5-year-old Border collie with an understanding of more than 40 words. The dog was shown a horseshoe-shaped object that the scientists called a ?dax.?
After some training, the dog began to identify other objects of similar size with the same name. After taking the object home for about a month, Gable also began to associate the word with other objects of similar texture, but never objects that were simply of similar shape.
The smells of the objects were kept neutral, but the results may differ if scent is incorporated, Dr. van der Zee said.
?That would be something that we would like to do in our future research,? he said, adding that he would like to repeat the study with other mammals, including pigs and primates.

Interesting take on Gold Price Movement
I am looking at a chart from analysts from as far back is 2007 where they would forecast the movement of gold for the next five years. The pattern continues to be the same. Gold goes up a year or so and then falls in price. But what is interesting about this forecast chart is that analysts have been wrong since 2007. In 2007 forecasts called for gold to be under $600 an ounce by 2012. 2008 predicted it to be under $800 an ounce. And where is today's forecast? It is calling for gold to fall pretty drastically by 2014. If gold stays consistent with how it moves against forecaster expectations, 2014 could be a good investing year for contrarians in gold!
World View on Gold
China and India account for 47% of the world's demand for gold. Besides the Middle East and the U.S., the rest of the world accounts for another 41%. It wasn't long ago that China and India accounted for just 23% and the U.S. and Middle East accounted for twice what they account for today! Observing this pattern, it seems that what comes out of China and India will have more of an effect upon gold than what would be coming out of Washington these days. Considering Central banks have also become buyers of gold instead of sellers, should we be bullish on gold as investors?

Finding new high quality gold mines in the ground have become increasingly scarce. Quality has been lacking and finds are fewer. For this reason, they are more expensive and take longer to bring into production. So here is the present day scenario:
Gold stock assets may be of lower quality.
Governments are more aggressive in 'seizing the plunder' in the form of taxes.
Poor economic assets and stockholder returns.
So is it better just to buy the metal itself and stay away from the ETFs like GLD or gold mining stocks? So what are the catalysts to move gold mining stocks right now? Generally speaking, high commodity prices benefit the companies that mine them. But when looking at mining companies, one thing to consider is the project the company is exploring more than the present commodity price. If the project is projecting production to take place a few years out, present day commodity prices are not very helpful. What would be more important is the project and if it is meeting milestones along the way of the project. Since 2007, when Minnesota?s Freedom to Breathe Act took effect, smoking has been banned in Minnesota workplaces. Now, new studies about the harmful effects of ?third-hand smoke??the toxic residue left by tobacco smoke on hair, clothes and other surfaces?have caused some employers to take their no-smoking policies to new heights.
Many employers are now considering policies banning even the smell of tobacco smoke in the workplace. ?
However, in many states, including Minnesota, employers are generally prohibited from taking adverse action against applicants or employees for their use of lawful consumable products off site during nonwork hours.
That means a no-tobacco-smoke-smell policy could run afoul of other legal obligations. ?
Smell like smoke, you?re fired
Frauenshuh Cancer Center in St. Louis Park made national news this summer when it fired an employee for smelling like tobacco smoke. The hospital may now find itself defending the legality of its actions.
The employee worked as a receptionist. She never smoked at work, and although she tried to minimize the lingering smell, the hospital felt that the still-present odor created an occupation-related hazard. The hospital offered to help her quit smoking and asked her to take showers at work to more effectively eliminate the smell. When she refused, she was fired.
Minnesota law
Minnesota?s Lawful Consumable Products Act (LCPA) generally prohibits employers from disciplining, terminating or refusing to hire a worker for his or her consumption of lawful products off site during nonworking hours. Lawful consumable products include food, alcohol and tobacco.
The act does, however, provide for limited exceptions to this general prohibition. Among other ex??ceptions, it is not unlawful for an employer to restrict the use of lawful consumable products by employees during nonworking hours if the employer?s restriction:
Relates to a bona fide occupational requirement and is reasonably related to employment activities or responsibilities of a particular employee or group of employees, or
Is necessary to avoid a conflict of interest or the appearance of a conflict of interest with any responsibilities owed by the employee to the employer.
Employers that adopt policies aimed at reducing third-hand smoke by prohibiting employees from smelling of tobacco smoke in the workplace may argue that the LCPA shouldn?t apply because the employer isn?t actually restricting an employee?s use of cigarettes during nonwork hours. Employees are still permitted to smoke; they just can?t smell like smoke at work.? ?
While this argument is worth making, it is unclear whether it will win the day. ?
Employers looking to implement such policies should strive for language that falls within one of the act?s two exceptions.
For example, if the hospital could demonstrate that cancer patients are more susceptible to the harms of third-hand smoke, it should be able to establish that it has a valid reason for requiring employees who come in contact with patients to be free of such hazards. Alternatively, the hospital might argue that it prohibits employees from smelling like smoke to avoid an actual or apparent conflict of interest between the employee?s acts and the employee?s duty to his or her employer.
Creating an effective policy
Employers that are considering prohibiting employees from smelling of tobacco smoke while at work should do the following to minimize legal risks: ?
1. Articulate your needs. Explain??ing why you prohibit third-hand smoke is the first step to creating a policy that satisfies legal requirements. Is the smell of tobacco smoke the problem, or is it the harmful, toxic residue that smoking leaves behind?
2. Do some research to justify the policy. Be prepared to establish that your policy is designed to protect people (such as customers or employees) or to adhere to your business mission. The more evidence you have that the policy is necessary, the easier it will be to demonstrate that it is either a bona fide occupational requirement or a necessary way to avoid a conflict of interest.
3. Construct a narrowly tailored policy. Regulate only the employees reasonably related to the needs and justifications articulated in steps one and two.
4. Apply the policy uniformly. Whether it is a neutral no-fragrance policy or a targeted third-hand smoke policy, you must follow the terms of your policy and treat like cases alike.

Like most working Americans, I have learned from experience that on an empty stomach, an endless work schedule, and a full day of skipped meals, I tend to overindulge and grab for the most convenient goodies, rather than the most nutritionally savvy choices.
As a defense attorney, I spend a majority of my week in a courtroom and often find myself meeting with clients and preparing for afternoon trials during my lunch hour. My work colleagues and I recently collaborated on "Operation Anti-Bowl Full of Jelly" to stock the mini office refrigerator with healthy and quick-energy snacks, including hard-boiled eggs, string cheese, apples, cutie tangerines, carrots, Greek low-fat yogurt, peanut butter, bananas, almonds and pistachios. Buy a little pack of prunes and put them in your refrigerator. When you want to have a piece of candy or cookie over the holidays, have one or two of (the prunes). I find that helps me around the house.

Almost anyone can walk; it doesn't take skill like some sports, and it requires very little equipment (maybe some athletic shoes, but flip-flops can even work). Walking isn't as likely to cause injuries as some other sports (think football), and research shows regular, brisk walking can reduce the risk of heart attack by the same amount as more vigorous exercise, such as jogging.
My suggestions for eating would be:
Eat a salad for either lunch or dinner at least five days a week. It could be a Cobb salad, Asian chicken salad or any other salad, just go easy on the dressing. Avoid fast food if at all possible. Minimize processed foods and eat as many steamed veggies as you'd like.

I make sure to have a plan for exercise. I am a runner and I make sure that I run (a certain number of) miles a week, no matter what. I write it down on my calendar each day and add it up weekly/monthly. This holds me accountable.
For food indulgences, I allow myself to enjoy one or two special treats only at an "event." No indulgences in between just because it's in front of me. One or two bites typically is enough to satisfy; any more than that and I feel bad (both physically and emotionally).
Lastly, I buy one or two form-fitting outfits that help remind me to stick to No. 1 & 2 above or they won't fit and flatter me at any holiday functions.
Even at Halloween and then on into the following holidaze, I tell myself that the candy, the treats, are always available year-round, so why is it that this time of year people feel the need to indulge beyond reason? I remind myself of that when I feel weak, and it always snaps me into gear.

OAK BROOK, Ill. MRI shows changes in the brains of people with post-concussion syndrome (PCS), according to a new study published online in the journal Radiology. Researchers hope the results point the way to improved detection and treatment for the disorder.
PCS affects approximately 20 percent to 30 percent of people who suffer mild traumatic brain injury (MTBI)defined by the World Health Organization as a traumatic event causing brief loss of consciousness and/or transient memory dysfunction or disorientation. Symptoms of PCS include headache, poor concentration and memory difficulty.
Conventional neuroimaging cannot distinguish which MTBI patients will develop PCS.
"Conventional imaging with CT or MRI is pretty much normal in MTBI patients, even though some go on to develop symptoms, including severe cognitive problems," said Yulin Ge, M.D., associate professor, Department of Radiology at the NYU School of Medicine in New York City. "We want to try to better understand why and how these symptoms arise."
Dr. Ge's study used MRI to look at the brain during its resting state, or the state when it is not engaged in a specific task, such as when the mind wanders or while daydreaming. The resting state is thought to involve connections among a number of regions, with the default mode network (DMN) playing a particularly important role.
"Baseline DMN is very important for information processing and maintenance," Dr. Ge said.
Alterations in DMN have been found in several psychiatric disorders, including Alzheimer's disease, autism and schizophrenia, but little is known about DMN connectivity changes in MTBI.
For the new study, Dr. Ge and colleagues used resting-state functional MRI to compare 23 MTBI patients who had post-traumatic symptoms within two months of the injury and 18 age-matched healthy controls. Resting state MRI detects distinct changes in baseline oxygen level fluctuations associated with brain functional networks between patients with MTBI and control patients.
The MRI results showed that communication and information integration in the brain were disrupted among key DMN structures after mild head injury, and that the brain tapped into different neural resources to compensate for the impaired function.
"We found decreased functional connectivity in the posterior network of the brain and increased connectivity in the anterior component, probably due to functional compensation in patients with PCS," Dr. Ge said. "The reduced posterior connectivity correlated positively with neurocognitive dysfunction."
Dr. Ge and the other researchers hope to recruit additional MTBI patients for further studies with an eye toward developing a biomarker to monitor disease progression and recovery as well as treatment effects.
"We want to do studies to look at the changes in the network over time and correlate these functional changes with structural changes in the brain," he said. "This could give us hints on treatments to bring back cognitive function."

The MRI results showed that communication and information integration in the brain were disrupted among key DMN structures after mild head injury, and that the brain tapped into different neural resources to compensate for the impaired function.
"We found decreased functional connectivity in the posterior network of the brain and increased connectivity in the anterior component, probably due to functional compensation in patients with PCS," Dr. Ge said. "The reduced posterior connectivity correlated positively with neurocognitive dysfunction."
Dr. Ge and the other researchers hope to recruit additional MTBI patients for further studies with an eye toward developing a biomarker to monitor disease progression and recovery as well as treatment effects.
"We want to do studies to look at the changes in the network over time and correlate these functional changes with structural changes in the brain," he said. "This could give us hints on treatments to bring back cognitive function."
